TACLOBAN CITY – Roman Catholics are given until today, Monday, to have themselves listed as one of the 120,000 attendees of open air papal mass at the new Tacloban Airport apron on Jan. 17, 2015.

Draft EO prepared for CAR development

BAGUIO CITY – The National Economic Development Authority-Cordillera Regional Office (NEDA-Cor) and the Regional Development Council Cordillera (RDC-CAR) have drafted the EO entitled, “Accelerating the Socio-Economic Development in the Cordillera Administrative Region and Appropriating Funds Thereof”.

The draft EO specifically requests appropriation of additional funds to accelerate the social growth and development of the region, over and above the Internal Revenue Allotment (IRA) provided to local government units (LGU) as well as allocations already being provided through the regional line agencies and other appropriations provided to the region.

It also seeks augmentation of the annual allocation for the Social Preparation of CAR into an Autonomous Region (SPCAR) to cover Capital Outlay, Personnel Services and Maintenance and Other Operating Services.

Under the draft EO, RDC-Cor will be reconstituted and shall have additional functions such as accelerating the socio-economic growth and development of the region by providing the overall direction for the utilization of development funds that shall be generated through the proposed EO considering National, Regional and Local Development Plans and Investment Programs as priorities.

The RDC-Cor shall also prepare for the establishment of an autonomous region and administer the funds annually appropriated for SPCAR.

The EO also stated that region and its LGUs shall have at least 50-percent share of the taxes and other government revenues generated in the region.

Ten percent of that share will be distributed to barangays, 10 percent to municipalities, 15 percent to provinces or cities, and 15 percent to Cordillera through the RDC.

Cordillera Region shall have a separate 40 percent share of the national wealth tax under the proposed EO.

LGUs shall have a 1.5 percent share of the gross sales or receipts or 50 percent of the gross collections, whichever is higher, derived from renewable energy taxes, mining taxes, royalties, forestry and fishery charges, including related surcharges, interests or fines, and from its share in any co-production, joint ventures or production sharing agreement in the utilization and development of the national wealth within their territorial jurisdiction.

Under the draft EO, the President has the power of general supervision over Cordilleras and its LGUs.

RDC is also tasked to submit an annual report to the President on the status of socio-economic development in Region as well as on the social preparation of Cordilleras into an autonomous region.

When signed, the EO shall remain in force until the region attains autonomy. (PNA)

Two drug peddlers, four drug users nabbed in Tarlac

TARLAC CITY, Tarlac – The intensified drug operations of the Tarlac City Police Office (TCPO) resulted in the arrest of two illegal drug peddlers and four other drug users in this city over the weekend.

Php7-M projects to be implemented in Tublay, Benguet

BAGUIO CITY – The municipality of Tublay in Benguet formally accepted the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community Driven Development Program (KALAHI CIDSS-NCDDP) of the Department of Social Welfare and Development (DSWD) where a total of PhP7.2 million worth of community development projects will be implemented.

KALAHI CIDSS–NCDDP is one of the core poverty alleviation programs of the Government and the expansion of community-driven development (CDD) strategy and Tublay is among the 50 target municipalities to implement the program in the Cordillera Region. (more…)

DOH reports 41 victims of firecrackers in Bicol

LEGAZPI CITY – The Department of Health (DOH) on Monday expressed alarm over the high number of firecracker injuries in the Bicol Region which stands at 41 cases as of date or 17 percent higher than last year’s record during the monitoring period Dec. 21-28.

DOH Regional Director Gloria Balboa said that most victims are aged 7-12 years old, with Albay posting the highest number of injuries at 21, as reported by the government hospitals in the region — three each in Albay and Camarines Sur and one each in Camarines Norte, Sorsogon, Masbate and Catanduanes. CAGAYAN DE ORO CITY – Brownouts hit this trading hub Monday as tropical depression Seniang made a landfall in Surigao province, about 400 kilometers southeast of here.

Marlyn Chavez, spokesperson of the Cagayan De Oro Power and Light Company (CEPALCO), said that the brownout was due to the tripping off of the main grid Monday morning. (more…)



500 tourists stranded in Camiguin

ISLAND PROVINCE of CAMIGUIN -– More than 500 tourists remained stranded in this island province due to the suspension of all transport facilities since Sunday.

Governor Jesus Romualdo said on Monday that all domestic flights from Camiguin to Cebu and all sea travel have been suspended due to tropical storm “Seniang.” (more…)
