Opposition to Sablan sanitary landfill expected, says Mayor Domogan
BAGUIO CITY – City Mayor Mauricio Domogan is expecting opposition on the proposed establishment of an Engineered Sanitary Landfill (ESL) on a 22-hectare property in Sablan, Benguet that Baguio wants to purchase at Php25 million.
The Baguio City general services office (GSO) proposed a Php200-million budget that will be used to establish an Integrated Waste Management System (IWMS) which will include the ESL, Materials Recovery Facility (MRF), and two units of Environmental Recycling machines currently installed at the Irisan dump site.
In the regular “Ugnayan” program today, June 25, Domogan assured Sablan Vice Mayor Manuel Munar that while plans for a feasible ESL is being drawn, public consultations are being conducted.
Munar expressed his fear that the 2009 trash slide at the Irisan dump site in Baguio City may happen again citing the volume of waste Baguio City produces daily.
Munar was hoping that the affected communities would oppose the proposal of Baguio City.
In the proposal, an amount of Php53 million was allocated for the initial site development; another Php10 million for the construction of the MRF; Php8 million for the post–closure of the Irisan dumpsite, Php11.2 million for the purchase of two open dump trucks and Php4.9 million for a pick–up truck.
Meanwhile, Domogan revealed another proposal for the establishment of an ESL at Mt. Sto Tomas.
Domogan said the plan for the property in Mt. Sto Tomas may need the same budgetary allocation in Sablan or m,ore considering it location.
Necessary permits will be worked on as soon as an Environmental Compliance Certificate (ECC) is issued by the Department of Environment and Natural Resources (DENR) Cordillera. (PNA)
