SWD to implement KALAHI-CIDSS project in Rizal town

RIZAL, Zamboanga del Norte – The Department of Social Welfare and Development (DSWD) will soon implement its Kapit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services(KALAHI-CIDSS) project in this municipality.
This developed after the Sangguniang Panlalawigan of Zamboanga del Norte has given authority to Governor Roberto Uy to sign an agreement with the DSWD and the municipality of Rizal for the implementation of such project.
In a resolution sponsored by board member and majority floor leader Crisologo Dicierdo, the provincial board has given Zamboanga del Norte Provincial Governor Roberto Y. Uy an authority to sign a tripartite memorandum of agreement (MOA) with DSWD-9 Regional Director Zenaida Arevalo and Rizal Mayor Roseller Manigsaca for the implementation of said project.
Under the MOA, the DSWD will provide the community a grant in the amount of P450 thousand and P15 thousand technical assistance fund to all barangays that will be covered by the project based on the sub-projects to be implemented in a particular barangay.
Meanwhile, the provincial government will develop the KALAHI-CIDSS projects and passed the necessary resolutions to protect and ensure that the projects to be implemented are beneficial to the people in the community, and to provide the needed counterpart or technical assistance such as project design.
On the other hand, the municipal government of Rizal is also expected to pass appropriate legislative measures in support of the KALAHI-CIDSS projects and to provide its counterpart of not less than 30 percent of the total cost of the project.
The KALAHI-CIDSS is a concrete intervention, purposely designed and implemented by the national government in the municipalities identified as one of the poorest municipalities in the country based on the poverty mapping done by the National Statistical Coordination Board (BSCB) called “Small Area Estimates.”
Rizal is the first municipality of Zamboanga del Norte to benefit from the project since Governor Uy assumed leadership of the province on June 30, 2013. (FPG/ATR/PIA9-Zamboanga del Norte with report from Edith P. Tomong)
