After 22 years, Laguindingan airport starts commercial operation on June 15

LAGUINDINGAN, Misamis Oriental––After 22 years in the making, the P7.8 billion Laguindingan Airport will finally be open for business on Saturday, June 15.

Aboard a chartered Gulfstream aircraft, President Benigno Aquino III and his entourage landed Tuesday at the airport for its inaugural flight, “ending the debate” on its safety and paving the way for the start of commercial operations.

“This will be the gateway to Northern Mindanao and is one of our finest airports,” Aquino told the guests and public officials who gathered at the airport to watch the inaugural flight.

Aquino later led officials in inspecting the facilities of the 7, 184-square meter airport terminal building, which is expected to cater to 1.6 million passengers a year.
“Ito ang magpalago sa turismo dito sa Northern Mindanao (This will be a boon to tourism in Northern Mindanao),” Aquino said.

The President brushed aside the safety issues raised by the Cagayan de Oro Chamber of Commerce and Industry (Orochamber), which opposed the airport’s opening due to lack of modern navigational equipment like the Instrument Landing System (ILS).

“Laguindingan, even without the navigational aids, is safer than Lumbia airport,” Aquino said.

Aquino noted that the old Lumbia airport is located near the mountains south of Cagayan de Oro while Laguindingan sits on a flat terrain near the seashore, an ideal location for airports.

The issue on safety has dogged the opening of the airport ever since Aquino ordered its opening on April 15, which was eventually changed to June 15.

“It is now the responsibility of the government. They are opening the airport, they must face the consequence if something happens,” Orochamber president Efren Uy said.

Uy said the business sector was concerned on the safety of the passengers upon learning that Laguindingan Airport will be opened without navigational aids that would help airplanes land safely.
The Civil Aviation Authority of the Philippines (CAAP) has promised that the ILS; VHF Omnidirectional Range Navigation (VOR); Meteorological Observing System (MOS); Precision Approach Lighting system (PALS); and Precision Approach Path Indicators (PAPI) will be installed by May 2014.

“We hope the government will hasten the installation for the sake of the safety [of passengers],” Uy said.

Uy said that due to lack of navigational devices, planes would be allowed to use the airport only from 6 a.m. to 6 p.m. daily for safety reasons.

He said this will limit the arrival and departure of airplanes from the present 28 flights a day in Lumbia airport to only 14 flights a day at Laguindingan.

“The reduction of daily flights will result to tremendous losses on the business sector,“ Uy said.

He estimated that losses in marine and cut-flower products alone will reach P250 million by the time the operations of the airport will be fully normalized next year upon the installation of the navigational devices.

Aside from marine and cut-flower products, Uy said the flight reduction will have serious effects on the white water rafting adventure along Cagayan de Oro River, a major tourism attraction in Cagayan de Oro City.

“We are hoping the operations will be fully normalized as soon as possible so the effects will be minimized,” Uy said.

The Orochamber has pushed for the postponement of the opening of Laguindingan Airport until next year after all the navigational equipment shall be installed.

But the pleas from the business chamber were not heeded by the Aquino administration, which wants to de-clog air traffic at the Manila airport.

Among the plans to de-clog the Manila airport was to transfer the civilian cargo operations to Sangley military airbase in Cavite where the Philippine Air Force 15th Strike Wing is based.

The Philippine Air Force 15th Strike Wing, which has 30 to 40 combat planes, will in turn transfer its operations to Lumbia airport.

Mohammad Naga Rascal, CAAP Northern Mindanao director, said PAF personnel will immediately close the perimeter gates of Lumbia airport to protect its facilities right after commercial passenger operations will cease at 10 p.m. on June 14.

Paul Nigel Villarete, Mactan-Cebu International Airport Authority manager, allayed the fears of local traders and the public that the lack of navigational aids will affect the safety of plane landings and takeoffs.

“Mactan-Cebu airport, which is the second busiest airport [in the country], do not have an Instrument Landing System (ILS) since 2010.

Yet we are open 24 hours a day without an ILS,” Villarete said.

He said Mactan-Cebu airport, which caters 240 flights a day, got only its ILS just a month ago.

“An ILS is a very important navigational aid but it does not mean that we do not open an airport because it lacks such system. Many airports in the world are operating without an ILS,” Villarete said.

Villarete said that Laguindingan’s single runway of 2,100 meters x 45 meters can accommodate up to four plane landings and take-offs in an hour.

He said the runway is capable of accommodating Airbus 300 to 320, the common passenger aircrafts of Philippine airline companies.

“These companies will surely deploy more aircrafts here if they see there is a demand. No company will miss that kind of opportunity.

Business will dictate the frequency of the aircrafts,” Villarete said.

The planning of Laguindingan Airport was started in 1991 by the Louis Berger Group, which conducted the study entitled “Cagayan-Iligan Corridor Airport Feasibility Study and Master Plan.”

The South Korean Export and Import Bank provided most of the P7.8 billion loan to construct the airport. A budget of US13.36 million (around P570 million at current exchange rate) was provided for navigational equipment.

Surpassing growth of its postpaid and broadband businesses

In light of the increasing smartphone penetration in the country and growing popularity of internet access via the mobile phone, Globe Telecom looks at its mobile browsing business to bolster business growth and sustain momentum amidst an increasingly competitive and mature mobile market.

According to Globe President and CEO Ernest Cu, the company’s mobile browsing segment became the fastest-growing product line in Globe in the first quarter of 2013 with a robust double-digit growth in revenues year-on-year, outpacing the already phenomenal revenue growth of its postpaid and broadband businesses.

Mobile browsing and other data revenues now account for 13 percent of total mobile revenues, up from 12 percent in the fourth quarter in 2012 and 10 percent in the first quarter in 2012.

Responding to the growing demand for instant access to social networking accounts on mobile, Globe beefed up its mobile browsing plans SuperFB for prepaid subscribers and AstigFB for TM subscribers by offering longer denomination variants at a much affordable price.

For only P15, Globe prepaid and TM subscribers can now enjoy unlimited access to Facebook on mobile for two days. The one-day variant is available for P10.

For users who browse other sites aside from Facebook, Globe boosted its data plan offerings with PowerSurf Megabytes, or mobile browsing plans that give prepaid and postpaid subscribers bulk megabytes (MB) of mobile data that is consumable per kilobyte (KB).

With PowerSurf MB, subscribers only pay for actual data used. This means subscribers can comfortably leave their mobile data connection enabled and enjoy features like push notifications or background syncing without accumulating an expensive bill.

Prepaid subscribers can choose from the following affordable PowerSurf plans: 20MB for P15 valid for 1 day, 50MB for P30 also valid for 1 day, and 100MB for P50 valid for 3 days.

Prepaid and Postpaid subscribers looking for plans with higher MB allocation and longer validity can avail of the following 30-day PowerSurf variants: 50MB for only P99, 300 MB for only P299, and 1GB for only P499.

ASEAN ministers committed to boost tourism growth

YANGON — Tourism ministers from the Association of Southeast Asian Nations (ASEAN) are committed to implementing tourism standards for the region and a common regional visa to ease travel barriers and boost tourism sector growth by up to 20 percent, according to the ongoing World Economic Forum earlier.

“We are trying to promote ASEAN as a destination by including two to three stops in one package,” a news release quoted Mari Elka Pangestu, minister of Tourism and Creative Economy of Indonesia, as saying.

The travel and tourism sector offers Myanmar an important opportunity to create jobs and boost employability, the release said.

Myanmar is also committed to boosting intra-regional trade with a common visa for ASEAN nationals to be made available in 2014, it said, adding that in the midst of an economic metamorphosis, the tourist sector is playing an important role in boosting Myanmar’s urban and rural economies.

“Last year Myanmar received 1.06 million visitors. This year, we have been receiving visitors with a growth of 40 percent, but we want to get more,” noted U Htay Aung, Myanmar Minister of Hotels and Tourism, according to the statement.

Anthony F. Fernandes, group chief executive officer of AirAsia Malaysia and also a co-chair of the WEF on East Asia, said that Myanmar must consider how it wants to market its unique destinations, pointing out that with the availability of low-cost travel, young people are the drivers of growth in ASEAN’s tourist sector.

The 22nd World Economic Forum on East Asia, hosted by Myanmar for the first time, was formally opened at Myanmar International Convention Center in the country’s new capital of Nay Pyi Thursday.

At the forum, Myanmar, Cambodia, Indonesia and the Philippines agreed to work on ASEAN Common Smart Visa and signed the Statement of Intent on SMART Visa.

The four countries expressed their intention to collaborate with relevant government agencies and other stakeholders to facilitate travel in the region by developing a common smart visa system.

The forum was inaugurated by Chairman of the World Economic Forum Klaus Schwab, Myanmar President U Thein Sein, Vietnamese PrimeMinister Nguyen Tan Dung and Lao Prime Minister Thongsing Thammavong.

The three-day forum includes several separate sessions covering agenda of acceleration of ASEAN integration and dialogue with Myanmarbusinesses and energy development.

The forum, under the theme “Courageous Transformation for Inclusion and Integration,” brings together over 900 participants including over 500 business leaders from 55 countries and the host country. (PNA/Xinhua)

This was stressed by Councilor Alden Bacal, chair of the City Council committee on public utilities, adding that the class suit for mandatory injunction to be filed by the city against the Cagayan de Oro Water District and the Rio Verde Water Consortium, Inc. is in line with the city government’s efforts to solve water problems experienced by residents.

In response to the recommendation of the committee, the 16th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas enacted Ordinance No. 12597-2013 authorizing Mayor Vicente Y. Emano to file the necessary case in court to order the COWD to provide additional volume of water to amply supply the needs of the residents and the RVWC to deliver 40,000 cu. m. and the additional volume needed on a consistent flow 24 hours a day.

According to Bacal there have been complaints regarding inadequate water supply in the west side of the city but other areas on the east side are also experiencing the same problem.

He said the committee recommended the filing of a civil case against the companies based on the manifestation of the COWD regarding the contract it has entered into with the RVWC, which was disallowed by the Commission on Audit (COA).

“There is no other way to solve the problem as the COWD is bundled by its contract with the consortium,” Bacal cited.

Foreign airlines seen to fly directly to Mindanao by 2014

LAGUINDINGAN, Misamis Oriental — After 22 years in the making, the P7.8 billion Laguindingan Airport will finally be open for business tomorrow, Saturday, June 15.

Aboard a chartered Gulfstream aircraft, President Benigno Aquino III and his entourage landed Tuesday at the airport for its inaugural flight, “ending the debate” on its safety and paving the way for the start of commercial operations.

“This will be the gateway to Northern Mindanao and is one of our finest airports,” Aquino told the guests and public officials who gathered at the airport to watch the inaugural flight.

Aquino later led officials in inspecting the facilities of the 7, 184-square meter airport terminal building, which is expected to cater to 1.6 million passengers a year.

“Ito ang magpalago sa turismo dito sa Northern Mindanao (This will be a boon to tourism in Northern Mindanao),” Aquino said.

The President brushed aside the safety issues raised by the Cagayan de Oro Chamber of Commerce and Industry (Orochamber), which opposed the airport’s opening due to lack of modern navigational equipment like the Instrument Landing System (ILS).

“Laguindingan, even without the navigational aids, is safer than Lumbia airport,” Aquino said.

Aquino noted that the old Lumbia airport is located near the mountains south of Cagayan de Oro while Laguindingan sits on a flat terrain near the seashore, an ideal location for airports.

The issue on safety has dogged the opening of the airport ever since Aquino ordered its opening on April 15, which was eventually changed to June 15.

“It is now the responsibility of the government. They are opening the airport, they must face the consequence if something happens,” Orochamber president Efren Uy said.

Uy said the business sector was concerned on the safety of the passengers upon learning that Laguindingan Airport will be opened without navigational aids that would help airplanes land safely.

The Civil Aviation Authority of the Philippines (CAAP) has promised that the ILS; VHF Omnidirectional Range Navigation (VOR); Meteorological Observing System (MOS); Precision Approach Lighting system (PALS); and Precision Approach Path Indicators (PAPI) will be installed by May 2014.

“We hope the government will hasten the installation for the sake of the safety [of passengers],” Uy said.

Uy said that due to lack of navigational devices, planes would be allowed to use the airport only from 6 a.m. to 6 p.m. daily for safety reasons.

He said this will limit the arrival and departure of airplanes from the present 28 flights a day in Lumbia airport to only 14 flights a day at Laguindingan.

“The reduction of daily flights will result to tremendous losses on the business sector,“ Uy said.

He estimated that losses in marine and cut-flower products alone will reach P250 million by the time the operations of the airport will be fully normalized next year upon the installation of the navigational devices.

Aside from marine and cut-flower products, Uy said the flight reduction will have serious effects on the white water rafting adventure along Cagayan de Oro River, a major tourism attraction in Cagayan de Oro City.

“We are hoping the operations will be fully normalized as soon as possible so the effects will be minimized,” Uy said.

The Orochamber has pushed for the postponement of the opening of Laguindingan Airport until next year after all the navigational equipment shall be installed.

But the pleas from the business chamber were not heeded by the Aquino administration, which wants to de-clog air traffic at the Manila airport.

Among the plans to de-clog the Manila airport was to transfer the civilian cargo operations to Sangley military airbase in Cavite where the Philippine Air Force 15th Strike Wing is based.

The Philippine Air Force 15th Strike Wing, which has 30 to 40 combat planes, will in turn transfer its operations to Lumbia airport.

Mohammad Naga Rascal, CAAP Northern Mindanao director, said PAF personnel will immediately close the perimeter gates of Lumbia airport to protect its facilities right after commercial passenger operations will cease at 10 p.m. on June 14.

Paul Nigel Villarete, Mactan-Cebu International Airport Authority manager, allayed the fears of local traders and the public that the lack of navigational aids will affect the safety of plane landings and takeoffs.

“Mactan-Cebu airport, which is the second busiest airport [in the country], do not have an Instrument Landing System (ILS) since 2010. Yet we are open 24 hours a day without an ILS,” Villarete said.

He said Mactan-Cebu airport, which caters 240 flights a day, got only its ILS just a month ago.

“An ILS is a very important navigational aid but it does not mean that we do not open an airport because it lacks such system. Many airports in the world are operating without an ILS,” Villarete said.

Villarete said that Laguindingan’s single runway of 2,100 meters x 45 meters can accommodate up to four plane landings and take-offs in an hour.

He said the runway is capable of accommodating Airbus 300 to 320, the common passenger aircrafts of Philippine airline companies.

“These companies will surely deploy more aircrafts here if they see there is a demand. No company will miss that kind of opportunity. Business will dictate the frequency of the aircrafts,” Villarete said.

The planning of Laguindingan Airport was started in 1991 by the Louis Berger Group, which conducted the study entitled “Cagayan-Iligan Corridor Airport Feasibility Study and Master Plan.”

The South Korean Export and Import Bank provided most of the P7.8 billion loan to construct the airport. A budget of US13.36 million (around P570 million at current exchange rate) was provided for navigational equipment.

FOREIGN airlines may soon fly directly to Mindanao, with the installation of additional navigational aids at the soon-to-be-opened P7.8 billion Laguindingan airport.

Transportation Secretary Joseph Emilio Abaya said the government is equipping Laguindingan airport with an instrument landing system (ILS) by May next year.

“We believe that this would make the airport more appealing to foreign air transport companies and we hope that this would translate to foreign airlines flying directly to Mindanao by next year,” Abaya said.

The Laguindingan airport, expected to become the gateway to the southern Philippines, will start commercial operations on June 15.

Abaya said the government will bid out the operation and maintenance of the Laguindingan airport through a public private partnership (PPP) scheme.

The DOTC had earlier postponed the opening Laguindingan Airport from April 30 to June 15 to avoid disrupting plans of travelers during the summer season.



San Miguel keen on Laguindingan airport

DIVERSIFIED conglomerate San Miguel Corp. is keen on participating in the planned bidding of the contract to operate and manage (O&M) the Laguindingan Airport.

“If the government offers it, we will join,” San Miguel president and COO Ramon Ang told reporters on Tuesday, June 11.

“We are interested in any Public-Private Partnership (PPP),” he added.

The P7.8-billion Laguindingan Airport in Misamis Oriental is the new gateway to northern Mindanao. It replaces Cagayan de Oro’s Lumbia Airport, which will be turned over to the Philippine Air Force.

Four airlines operating from Lumbia – Philippine Airlines (PAL), PAL Express, Cebu Pacific, and Zest Airways – have transferred to the Laguindingan facility, which opens June 15.

Airport features

The Laguindingan Airport sits on a 400-hectare property, whose master design was created in 2000.

It features a 2.1-kilometer runway and a 7,184-square meter passenger terminal building with a capacity of 1.6 million passengers per year.

The Civil Aviation Authority of the Philippines (CAAP) will temporarily operate the airport using Visual Flight Rules until a navigation equipment called Instrument Landing System is installed by May 2014.

President Benigno Aquino III led the final inspection of the airport on June 11.

Joining him were Transportation Secretary Joseph Abaya, Misamis Oriental Governor Oscar Moreno, CAAP Director-General William Hotchkiss III, and South Korean Ambassador Hyuk Lee.

Businessman Jaime Augusto Zobel de Ayala, chairman of the Philippines’ oldest conglomerate Ayala Corp., was also there.

Del Monte to expand fresh fruit exports

AFTER going public by enlisting in the stock market, fruit grower and canner Del Monte Pacific Limited announced it is going full blast into fresh pineapple exports, expanding its core business of selling processed products under the Del Monte brand, company officials said Monday.

“What we are promoting is fresh pineapple… It’s better than the processed pineapple,” Ignacio C.O. Sison, chief financial officer.

“The variety is superior, it’s a premium grade of pineapple. This is different from canned pineapple,” Sison added.

For processed products alone, the company harvests more than 1.5 million pineapples a day from its farm in Bukidnon, he noted.

The company owns the Del Monte brand in the Philippines, whose core business revolves on processed and canned fruits.

Chief operating officer Luis F. Alejandro said fresh pineapple will be sold under the S&W brand which Del Monte Pacific bought for $10 million in 2007.

“We wanted to bring it to the international market, and specifically using a specific asset, which is the largest, most integrated plantation in Bukidnon. Now with S&W, we now have footprint to grow our branded business in the international market,” he said.

Del Monte Pacific can now sell both processed and fresh pineapple products through S&W, which was not possible under the Del Monte brand.

“Del Monte trademark is only processed product. Whereas with S&W, we can market any kind of products, and in fact we now have a big business in export of fresh pineapple to Korea, Japan, China, and the Middle East under S&W brand,” Alejandro said.

S&W originated in the US as producer and marketer of processed fruit and vegetable products, claiming to be a premium brand globally except in the Americas, Australia and New Zealand.

On Monday, Del Monte Pacific listed 1.298 billion shares on the Philippine Stock Exchange (PSE) by way of introduction. It has been listed on the Singapore Stock Exchange (SGX) since 1999.

This is the first dual listing on the PSE and the SGX.

Controlling shareholder, NutriAsia Pacific Limited, entered into a placement agreement for the sale of 150 million shares at P26.40 apiece, diluting its stake to 67 percent from 78.6 percent.

Net profit jumped to $32.1 million last year, from $27.4 million a year earlier, on record sales of $459.7 million—up 8 percent year-on-year.

Subsidiary Del Monte Philippines owns the 23,000-hectare pineapple plantation in Mindanao, dubbed as the world’s largest pineapple operation with a 700,000-ton processing facility.



BIR extends use of old receipts to August 30, this year

MANILA- The Bureau of Internal Revenue (BIR) extended until August 30, 2013 the deadline on the use of old receipts after some businessmen reported inability to meet the July 1, 2013 implementation for the use of new receipts.

BIR Commissioner Kim Jacinto-Henares said a number of businessmen requested for the extension because they cannot find printers that will accommodate requests for rush printing of new receipts.

“Since there are lots of requests and the printers are already overloaded we noted that it is physically impossible to accommodate everyone so we adjusted the deadline,” she said.

Henares advised businesses to surrender the old receipts 10 days after they get their new receipts.

BIR’s Revenue Regulations No. 18-2012 required businessmen to apply for the printing of new receipts at least sixty (60) days, or by April 30, before the expiry of their old receipts on June 30, 2013 and start issuing the same on July 1, 2013.

Businessmen who fail to comply with this rule will be penalized and need to pay the maximum penalty of P50,000 based on the provision of Section 264 of the Tax Code.

Henares explained that “we’re finding out that lots of businesses are registered with the BIR, but are not engaged in businesses.”
